FUNCTIONS
OF OFFICERS AND RESPONSIBILITIES
DIVISIONAL COMMISSIONER
The functions of divisional commissioner broadly are as follows:
1. He is the head of the Revenue Department at the divisional
level. The Deputy Commissioners of the eight districts of Kashmir
division report to him. He is their controlling and supervisory officer
guiding and facilitating their work .The eight districts are Srinagar,
Budgam, Baramulla, Kupwara, Pulwama, Anantnag, Leh and Kargil.
2. Coordinates the working of all the departments at the divisional
level to effect synergy and sort out inter department problems
3. Keeps State Government authorities informed of all developments
and problems to seek assistance and guidance from those quarters.
4. Maintenance of law and order and coordination with Police and Security Forces to sort out
problems faced by the public.
5. Hearing public grievances and individual complaints
DISTRICT DEVELOPMENT COMMISSIONER / DEPUTY COMMISSIONER:-
District Development Commissioner formulates
the plans with the assistance of District Level Officers as per guide
lines and parameters set by planning and Development Department. The
plan is discussed in a meeting of District Development Board members
formally for incorporating the views of the Members. The District
Development Commissioner has to reflect the aspirations and felt needs
of all the areas in the District while formulating the District plan.
The District development Commissioner has
to monitor all the developmental programmes in the District. Besides
being the District Development Commissioner, DeputyComissioner have
multifarious functions. As Deputy Commissioner he supervises maintenance
of land records. He is sanctioning authority for relief and rehabilatation
and evacuation during natural calamities are main functions of Deputy
Commissioner . All appeals are heard by him against the decisions
given by Sub- ordinate authorities. As District Collector, he collects
land revenue and arrears thereof. He acquires land for public purpose.
In the capacity of District Magistrate, he is responsible for maintenance
of law and order. He is liason officer between civil and military.
He is custodian of evacuee and migrant property.
CHIEF PLANNING OFFICER:-
To implement the concept of decentralised planning
at District level the post of Chief Planning Officer was created in
each district to formulate , coordinate, monitor the district plan
activities . The Chief Planning Officer as such acts as an representative
of Planning and Development Department and ensures implementation
of Government Programmes and Policies at district level. He also acts
as staff officer to the District Development Commissioner and advises
him and other district officers about the formulation of plan, implentation
of plan, fixing of priorities in different sectors and monitoring
of the programmes and schemes being implemtned in the district. Besides,
the implemtation of different dedvelopemntal schemes, like C.D.P.,
MPLAD and Tribal Sub Plan and other Centrally Sponsred Schemes like
EAS, JGSY, SGSY, IAY etc. are also being looked after by the Chief
Planning Officer. The Public representation and their redressal is
also one of the main activities Of the Chief Planning Officer .
ASSTT. COMMISSIONER DEVELOPMENT:-
Asstt.Commissioner Development is the District Officer
of Rural development department who looks after the developmental
activities of the Rural Development Department in the district. The
Centrally sponsored schemes like EAS,JGSY, IAY etc. are being implemented
through the office of the At.Commr.Development. He Coordinates district
administration,/RD department and the block offices of the district.
Besides, the works executed through Rural Development Engineering
Wing of other departments an also being looked after by the Asstt.Commissioner
Development.
PROJECT OFFICER DRDA:-
The District Rural Development Agency is an autonomous
body which sponsores the beneficiary oriented cases are sponsored
to various financial institutions and units are established . SJSRYscheme
is being implemented by the agency and 33% of subsidy is being provided
for each unit established in the Rural Areas of the District. Besides,
the agency also helps the below poverty line population by providing
them kits for different trades. The Project Officer DRDA is the Executive
Officer of the Agency who works under the Control of the Chairman
(District Dev.Commissioner). The Agency has its governing Body which
approves the programmes and plan of the agency ..
DISTRICT INFORMATIC OFFICER:-
District Information Office has been established
in each district of the country and same are connected through NICNET.
The information from one centre to another is being forwarded through
NICNET by the Centre and also through E-MAIL. The District Informatic
Officer is an officer from Govt. of India who heads the centre and
he works under supervision/control of the District Development Commissioner
in each district. The Centre also provides basic computer facilities
to various departments in the district and also the technical knowhow.
CHIEF AGRICULTURE OFFICER:-
The District Agriculture Office is asigned the job
of developing the agricultural activities in the district. The department
provides technical knowhow to the farmers regarding the implementation
of modern technologies , use of high yielding varities, fertilizers,
fungicides, pesticides etc. The Department also makes available the
high yielding variety seeds, high quality fertilizers and other related
medicines to the farmers at subsidised rates which helps in the increase
to the Agriculture production in the district. The Chief Agriculture
Officer is the person who heads the department at the district level
and coordinates the activities of the department.
CHIEF HORTICULTURE OFFICER:-
The Main functions of the Horticulture Department
in the district are providing of high quality seedlings under Area
Expansion Programme. The Archadists are also provided guidance for
use of pesticides, fungicides etc. in their orchards by the field
staff of the department to improve the quality and production of the
different fruits in the district. Besides, under the Area Expansion
Programme the fencing material is distributed among the archiedists
at subsidised rates to motivate them for bringning more and more waste
land under the Horticulture Activity. The Department also ensures
that good quality of plats are provided to the archiedists so that
the production of the fruits is increased and quality is improved.
CHIEF EDUCATION OFFICER:- .
The Education Department is one of the main sectors
of the economy . The Chief Education Officer who heads the District
Education Sector coordinates all the all the activities of the Education
Department in the district the proposals for opening , upgradation,
construction and repair of school buildings is forwarded are by him
and priorities are fixed in case of Primary,Middle and High School
Levels by the Chief Education Officer.
CHIEF MEDICAL OFFICER:-
Providing of primary health care in rural and urban
areas of the district is the main function of the District Health
Office. All the primary Health Centres, dispensaries, Sub-centres
are under the Administrative Control of the Chief Medical Officer.
The opening of new health centres is recommended by the Chief Medical
Officer to the District Development Board after fixing the priorities.
The Chief Medical Officer coordinates all the activities of the Health
sector at district level..
LEAD BANK OFFICER:-
In order to coordinate the activities of various
financial institutions and the government departments lead bank has
been established in each district of the State. The bank with maximum
activities and branches in the district works as the lead bank. In
Srinagar J&K Bank is the lead bank The lead bank office convenes the
meeting of DLRC , DLCC, BLCC . The Lead Bank Officer heads the Lead
Bank Office and coordinates all the activities of the banks and spnsoring
agencies. Besides, helps in achieving of the various financial and
physical targets of the district.
GENERAL MANAGER D.I.C.:-
The development of Industrial activities in the
district is the main function of district industries centre.The registration
of Small Scale Industries providing technical no how approval of the
schemes ,providing the subsidy is the main function of DIC .The General
Manager of DIC heads the district Industries centre and cordinates
all the activities of Industrial development of the district .The
arranging of finance raw ,material technical know how marketing etc
is arranged by the district industries centre .
DEPUTY DIRECTOR S.E.S.
The Employment exchanges are established by Government
in each District of the state .The exchange register un employed educated
and uneducated youth for providing employment.The Self employment
Scheme is also implemented by the District Employment Exchange. The
Department is headed by the Deputy Director Employment at district
level. The Self Employment cases are sponsored to various financial
institutions for providing of financial assistance to estab lish the
units under the programme and the department provides margin money
and interest subsidy for such cases after their sanction by the concerned
financial institutions.
S.E.R&B:-
The office of the Superintending Engineer Roads
and Buildings is assigned the job of constructing roads, buildings
and bridges in the district taken under various schemes such as district
plan, state plan MP Fund CDP, NABARD assistance . The various divisions
of the department in the district work under the control of the Superintending
Engineer who coordinates all the activities of the divisions with
the district development Commissioner and the Chief Engineer R&B.
The administrative approval for various works is accorded by the S.E.
PWD as per his competance.in rural section The Superintending Engineer
represents the R&B sector at various levels and also provides the
feed back to the concerned departments.
S.E. HYDRAULIC:-
The post of S.E.Hydraulic was established by abolising
the post of S.E. Irrigation Flood Control and S.E. PHE. The S.E.Hydraulic
is now one officer at district level who coordinates the activities
of Public Health Engineering, Irrigation, Flood Control etc. The plan
of these sectors is now vetted by the S.E.Hydraulic at district level.
The P.H.E.Department being core sector gets enough funds in each plan
for providing of potable water to the people in both urban and rural
areas of the district especially in the far flung areas . Almost all
the villages and Patties of the district have been covered under the
scheme .
P.O. ICDS:- The Intensive Child Development Scheme is operational
in district Srinagar through four ICDS blocks of Srinagar Ganderbal
Kangan and Lar. Under the Scheme the poor children of the rural and
urban areas having mal nutrition are being provided nutrition through
ICDS centres along the health care. The Anganwari Workers and MPWs
provide necessary awareness to the pregnant mothers and other villagers
about the sanitation, health care etc.
DISTRICT SOCIAL WELFARE OFFICER:-
District Social Welfare Office is assigned the job
of providing financial assistance to the handicaped, old aged, poor
and other down trodden sections of the society. Monthly financial
asistance is being provided by this office under various schemes like
ISSS,NOAP,NSAP.Family benefit etc There are various other departments
which also work for the welfare of the people and various programmes/schemes
are implemented by these departments. The cooperative department has
a net work in villages of the district and provides essential commodities
at competative rates.
SHEEP HUSBANDRY AND ANIMAL HUSBANDRY DEPARTMENT:
The Sheep Husbandry and Animal Husbandry Departments
have been assigned the job of increasing the producation of the livestock,
milk, wool and meat by providing high quality livestock to the breeders
in the district. The health care of the livestock is also being looked
after by these departments. The department of fisheries is working
to increase the production of fish especially trout in the district
and various hatcheries have been established . Besides the private
persons have also been motivated to establish the farms .
DEPARTMENT OF HANDICRAFT & HANDLOOM :
The Department of Handicrafts and Handloom works
for the development of local handicrafts cottage industry and handlooms
in the district and various schemes are being implemented to give
boost to the producation of Handicrafts and Handloom .
DEPARTMENT OF SERICULTURE :
The Department of Sericulture is providing necessary
technical knowhow and equipment to the rearers of silkworms in the
district. Nursaries have been established to provide necessary raw
material for the silkworm to the rearers and efforts are made to improve
the quality and increase the production of silk.
DEPARTMENT OF SOCIAL FORESTRY:
The department of social forestry was established
with the objective of making it a social compaign to plant more and
more trees with the help of World Bank. The programme has been very
much successful in the district and has now become part of the district
plan as the World Bank assistance is not available. Accordingly the
department of forests also works for the protection upgradation of
the forests in the district. The degraded forests are being covered
under various schemes for planting of more and more trees. Besides
efforts are made to minimise the dependance of people on the timber
and fuel which is being extracted from the forests by providing them
alternate sources . The Conservation of soil and protection from the
erosion is being done by the Soil Conservation Department
in Forest and Agricultural lands and efforts are made to bring more
and more land under the agriculture activity and protected from erosion
by developing it and by conserving it.
IRRIGATION DEPARTMENT:
Providing of adequate irrigation facilities during
Kharif and Rabi season in the district.
DEPARTMENT OF EMPLOYMENT:-
It acts as bridge between banks and the sponsoring agency in order
to provide employment to the unemployed educated youth.
DEPARTMENT OF HEALTH:-
The sector is engaged in providing health care
and medical facilities to the masses and is not only taking the curative
measures but also lays its emphasis more on preventive measure under
Blindness, Leprosy, Puls polio, Tuberclosis. It organises camps for
general awarness.
